TL;DR:
*Works on Exway Wave and makes ride more comfortable. Seems to increase top speed slightly with slight max range decrease. I don't ride in wet conditions, so I can't speak to grip in water.*
I couldn't find anything online verifying if the Cloudwheel Rovers work on the Exway Wave. I reached out to Exway, and they told me they do. I was still skeptical, but I got them anyway. I can now confirm that they fit the Exway Wave. I'm not an aggressive rider, but I haven't had any wheel bite when I'm carving.
The sidewalks and pavement I ride on are uneven sometimes and are prone to random debris, so riding the original PU wheels made me nervous sometimes, and I could feel a lot through my feet. I still feel the road vibration through my feet a bit (the Wave is a short board, so I'm pretty sure you can't get rid of all the vibration), but the Rovers make the ride so much more comfortable for my feet. And they handle the random debris much better (I still recommend avoiding the debris if you can, but the Rovers have handled the surprise debris I've run over well).
I'll preface this part by saying I'm an esk8 noob, so my prowess with the app and board configurations is limited at this time. I went into the Exway app to adjust the wheel size to 110mm in order to get a more accurate estimate on my travel speed as I've seen others advise online. I haven't ridden to 0% battery with the Rovers, but I rode from 100% battery to 40% battery today (using the larger 180Wh battery) traveling mostly 16-19 mph on pretty level road/sidewalk in approximately 80° F weather, and I traveled 5.5 miles according to the app. For perspective, I'm about 165 lbs. Using algebra with that data, I would calculate a range of 9.17 miles if I had ridden to 0% battery. I don't have data from a comparison ride using the PU wheels, but Exway rates the 180Wh (presumably using the PU wheels) to get a range of 12.4 miles (20 km). I remember riding to 5-10% battery once with my PU wheels, and it got me just over 10 miles range if I remember correctly. So, it seems that while the max range is less with the Rovers, it doesn't seem to be by much (9ish miles with the Rovers vs. 10ish miles with the PU wheels).
I hit a max speed of 23 mph on the PU wheels for as long as I dared (just a few seconds). Using the Rovers, I got to 23 mph and could've gone faster (throttle wasn't fully engaged). It felt more stable than the PU wheels, so I maintained that speed a little longer. But, I didn't dare go faster on this short board. So, it's reasonable to assume the Rovers increase top speed.
The last topic I'll mention is grip in wet conditions. Cloudwheel says the Rovers have improved grip in wet conditions. I wouldn't know; I don't ride in wet conditions. I'm pretty sure that despite the board's IP rating, getting the components wet is not good for the longevity of the components. I'm not gonna risk that (and injury) on an expensive board. But whenever I've come across unavoidable puddles, I haven't had any issues with losing grip.
All in all, I like the wheels, and I'm glad I got them. Sorry this is so long, but I hope at least one person finds it useful. If so, I'm glad to have helped.

These wheels are an absolute game changer. I went from slowing down when seeing pebbles in my path, to paying no mind to them. It normally took me 30 minutes to get to work, but the fact that I can ride over pebbles and sidewalks with ease now cut the time it takes to 25 minutes. It's 300% worth the upgrade.

For our paved roads in Koper, Slovenia they are still hard, as they have no inner tubes, but the wheels are great compared to the original Wave wheels. It gives so much more confidence in crossing small obstacles.
